I have explained in draft despatch herewith, why its value cannot be reduced to nothing as proposed by Sir H. Blake.
Sir,
I am directed by the Secretary of State for War to transmit, for the information of the Secretary of State for the Colonies, a copy of the report of the Conference held at the Treasury on 13th October, 1903, relative to exchanges and transfers of land at Hong Kong between the Colonial Government and this Department. I am to state that Mr. Secretary Arnold-Forster is in agreement with the recommendations of the Conference, and will be glad to receive Mr. Secretary Lyttelton's consent to the proposed arrangement.
A copy of this report has been forwarded to the Lords Commissioners of His Majesty's Treasury.
